Job Title: Consultant – Development of Advocacy Policy and Standard Operating Procedures (SOP)
Location: Maiduguri, Borno State (with possible field visits)

Background:
Green Concern for Development (GREENCODE) is a national non-governmental organization registered in Nigeria since 2007 and implementing a range of humanitarian and developmental programs in different parts of Nigeria. GREENCODE programs are in the areas of Nutrition, Protection (GBV)/Sexual and Reproductive Health, WASH, Shelter/NFI/CCCM, Food Security/Livelihood, Accountable Governance, Environmental Management, and Peace Building. With support from the NRC Naija IGNITE Facility, GREENCODE aims to enhance institutional capacity through the development of key policies and SOPs that guide operations and engagement.
Objective of the Assignment:
To develop a comprehensive Advocacy Policy and SOP that will guide GREENCODE’s advocacy strategies, stakeholder engagements, and influence-building processes in alignment with the organization’s mission, goals, and strategic direction.
Scope of Work:
The consultant will be responsible for:
- Conducting a desk review of existing documents, national policies, and advocacy strategies.
- Facilitating consultations with key GREENCODE staff and stakeholders.
- Drafting an Advocacy Policy that reflects GREENCODE’s vision, values, and priority areas.
- Designing clear and practical SOPs to guide the implementation of advocacy activities.
- Conducting a validation session to gather input and finalize documents.
- Submitting final, approved documents in both Word and PDF formats.

- Required Qualifications and Experience:
- Advanced degree in Public Policy, Social Sciences, Development Studies, or related fields.
- Minimum of 5 years of experience in policy and SOP development, particularly in the humanitarian or development sector.
- Demonstrated experience in developing advocacy frameworks or tools for NGOs.
- Strong facilitation, writing, and analytical skills.

Objective of the Assignment:
To develop comprehensive SOPs and Guidelines for Humanitarian Coordination that will serve as an operational reference for GREENCODE staff, partners, and stakeholders to facilitate efficient, inclusive, and accountable emergency coordination.
Scope of Work:
The consultant will be responsible for:
- Reviewing GREENCODE’s current humanitarian response practices, existing coordination documents, and relevant frameworks.
- Mapping key actors and stakeholders involved in humanitarian coordination.
- Facilitating participatory consultations with staff, partners, and stakeholders to inform SOP development.
- Drafting user-friendly SOPs and practical guidelines tailored to GREENCODE’s operating context and mandate.
- Facilitating a validation workshop with key stakeholders.
- Finalizing and submitting the SOPs and Guidelines.

Required Qualifications and Experience:
